Firstly the Educational Certificate or Document will be attested by the State Level Attestation Department / General Administrative Department (GAD) / Higher Education Department (HED) / Regional Attestation Center (RAC) e. i. the Certificate or Document will be attested from the Indian State’s Attestation Department from where it has been issued. For Example, if a Degree Certificate has been issued from Calcutta University, then it will be attested by the Regional Attestation Center (RAC), Kolkata. On the other hand, if the Degree Certificate has been issued from Nagpur University, then the Degree Certificate will be attested by the Higher Education Department (HED)

2. After completion the above said process the Educational Certificate or Document will be attested by the Ministry of External Affairs (MEA), Government of India.

3. Finally the Educational Certificate or Document will be attested by the Embassy or Consulate present in India.

Note:
a. To complete the above said process will take around 30 working days. The time frame could differ from state to state as well as the title of the document and the name of the University from where the Certificate or Document has been issued.
